Within wider funding in place for the next phase of renewing the UK’s submarine-based nuclear deterrent, the UK government and BAE Systems have signed a contract completing build and covering delivery of the first new boat.
UK contracts first new SSBN through sea trials to in-service date
The UK government and BAE Systems have signed a contract to take the UK Royal Navy’s (RN’s) first new nuclear-powered ballistic missile submarine (SSBN) through its final build stages, onto sea trials and into preparations for entry into service, the government announced on 30 July 2026.
The contract announcement is part of wider investment funding, committed under the UK’s recently published Defence Investment Plan (DIP), to underpin renewal of the UK’s submarine-based strategic nuclear deterrent.
The announcement also accompanied the first visit by new UK Prime Minister Andy Burnham to the country’s submarine-building shipyard: BAE Systems’ facility at Barrow-in-Furness, Cumbria. The yard is delivering the four Dreadnought-class SSBNs on which the UK’s independent nuclear deterrent is based.
Lead boat Dreadnought was laid down at Barrow in March 2025 and is scheduled for delivery into service by the early 2030s, taking over from the outgoing Vanguard-class SSBNs and maintaining the UK’s continuous at-sea deterrent (CASD) posture. The DIP – published in July, and delivering the programmatic and funding details to fill in the strategic vision set out by the UK’s 2025 Strategic Defence Review (SDR) – confirmed that the four Dreadnought-class boats will begin entering operational service from that point.
During the Barrow visit – during which new UK Defence Secretary Wes Streeting accompanying the prime minister – the government announced the commitment of a total of around GBP 8.4 billion (EUR 9.81 billion) “to drive forward construction of the Dreadnought-class submarines” within wider development of the deterrent programme. This total encompasses the BAE Systems contract – worth GBP 5.9 billion – and further investments totalling around GBP 2.5 billion spread across the UK’s defence nuclear enterprise (DNE), including at Rolls-Royce Submarines in Derby, where the new SSBNs’ nuclear reactors are built, and across the supply chain, including small and medium enterprises (SMEs) in the Barrow area and elsewhere in the UK.
SSBN sea trials
The announcement detailed several steps, covered under the contract, to be taken in the next phase of the UK’s SSBN recapitalisation. These include completing build work on Dreadnought and then taking the boat through sea trials and other preparations to enter RN service in the early 2030s; completing build and conducting sea trials with boat two, Valiant; and progressing through construction milestones with boats three and four (Warspite and King George VI).
In a statement the government said the investment demonstrates the continued commitment, as set out in SDR, to maintaining the nuclear deterrent under what is called the nuclear ‘triple lock’: building four Dreadnought-class boats in Barrow; sustaining CASD, including maintaining the in-service Vanguard-class SSBNs; and delivering future upgrades, including a new UK warhead (providing the nuclear payload fitted to the US-made Trident II D5LE submarine-launched ballistic missiles that the UK SSBNs carry).
The government added: “This next phase looks to further enhance continual and sustained productivity growth in Barrow, where a 40% increase has been achieved over the last three years.” It also noted that the new contract includes measures to drive productivity and control cost and to deliver at pace – the latter reflecting, it continued, the pace of progress already being established in the build work.
Deterrence investment
The investments announced, including in the BAE Systems contract, reflected commitments made in the DIP, which announced increased funding for the UK’s DNE between 2026 and 2030 to modernise and sustain the deterrent, including building the submarines. This investment would cover, according to the DIP, around GBP 6 billion “to expand and transform submarine manufacturing between 2025/26 and 2029/30”. The BAE Systems contract award reflects this component.
As with the DIP, the government statement underlined that four Dreadnought-class submarines will be built. Having four boats in an SSBN deterrent fleet provides flexibility in operation and maintenance cycles to help ensure the CASD posture can continue to be delivered. The optimal CASD set-up includes three submarines in the operational cycle (one on patrol and one each readying for and returning from patrol) and the fourth boat in some degree of maintenance or refit.
One challenge the UK submarine operational infrastructure has faced in recent years is insufficient maintenance capacity at the Devonport and Faslane facilities to conduct both alongside and out-of-the-water submarine maintenance. This has affected the operational output of both the Vanguard-class SSBNs and the RN’s Astute-class nuclear-powered attack submarines (SSNs), with the former often having only two boats in the operational cycle and the latter on occasion having none of the six in-service boats available for operations. The DIP includes steps to alleviate this issue by committing to maintenance infrastructure investment at both Devonport and Faslane; this work will support in-place DNE and RN combined efforts to rebuild submarine maintenance outputs.
The DIP also committed to, within the current Parliament (out to 2030), the requirements definition phase for the successor SSBNs to replace the Dreadnought submarines. The planned service life of the lead Dreadnought boat extends out to the mid-2050s.
The investment plans set out in SDR, the DIP and this latest announcement underline UK commitment to its nuclear deterrent, to its submarine infrastructure and to Barrow at what is very busy time for the UK’s submarine-building enterprise.
Currently, the UK is underway with four separate submarine programmes. In delivery order these are: building the seventh and last-in-class Astute SSN; building the four Dreadnought SSBNs; building up to 12 new SSNs to replace the Astute class (under the AUKUS [Australia/UK/US] SSN-A programme), with steel cutting on the lead SSN-A boat scheduled (according to the DIP) for 2027; and starting requirements work on the successor to the Dreadnought class. This raises the question of capacity at Barrow and elsewhere across the supply chain. The submarine-building infrastructure investment committed in the SDR, the DIP and this latest statement will be crucial in building sufficient infrastructure at Barrow, especially to ensure capacity and flexibility in the production lines to deliver the Dreadnought and SSN-A submarines in tandem.
Referring to the Dreadnought SSBNs, Burnham said, “The submarines produced in Barrow will protect Britain for decades to come.” Yet this point has wider relevance across the submarine programme. In a strategic environment where underwater threats in the North Atlantic are increasing and where nuclear threats have been made around the conventional war still being fought on the European mainland between Russia and Ukraine, the timely delivery for the UK of the nuclear deterrent and underwater warfare capabilities to be provided by the Dreadnought and SSN-A submarines respectively will be crucial to deterring threats to both national and NATO interests.
